The British began settling in Darjeeling in 1828. In 1835, it was separated from Sikkim to establish a Sanatorium for the invalid servants of the East India Company. Planning for the layout of Darjeeling town and the construction of a hill road connecting Siliguri, Pankhabari, Kurseong, and Darjeeling started in 1839. Around the same time, the first hotel, The Darjeeling Family Hotel, was built, followed by others. By 1840, Darjeeling town had approximately 30 buildings and a few respectable houses. A detailed scheme was submitted to the Government of Bengal and approved by Lt. Governor Sir Ashley Eden, who emphasized how a railway could significantly reduce the cost of transport between Darjeeling and the plains. Final approval for his project was granted to Prestage on April 8, 1879, leading to the establishment of the Darjeeling Steam Tramway Co. However, the plan to operate the line as a steam tramway was quickly abandoned, and on September 15, 1881, the company was renamed the Darjeeling Himalayan Railway Co. (DHR), a name that remained in use until it was taken over by the Government of free India on October 20, 1948. During this period, Gillanders Artbuthnot & Co., a longstanding management firm in Calcutta, managed its financial, legal, and purchasing affairs.
In 1878, Franklin Prestage, Agent of the Eastern Bengal Railway, recognized the importance of establishing a railway connection between the hills of Darjeeling and the plains. His proposal was primarily motivated by practical economic factors such as the significant price disparity of essential goods between Darjeeling and Siliguri, the necessity to transport tea for export, and the inadequacy of the existing road to accommodate the increasing transportation needs. He presented a plan for constructing a two feet gauge railway line from Siliguri to Darjeeling. The DHR was designated as a UNESCO World Heritage site on December 5, 1999.
